Stolen Vehicle Pursuit Ends with Pedestrian Injuries in Northwest Portland
A Sunday afternoon incident in Portland’s bustling Pearl District left two pedestrians injured—one seriously—after a driver of a stolen vehicle allegedly under the influence of drugs crashed while fleeing police.
The Portland Police Bureau reports that at approximately 1:02 p.m. on July 27, officers from the Central Precinct attempted to stop a stolen vehicle near Northwest 9th Avenue and West Burnside Street. The driver, now identified as 28-year-old Amin Noor Mohamed of Portland, failed to stop and eluded police. Officers did not pursue the vehicle but saw it head north through the Pearl District.
Shortly afterward, Mohamed reportedly lost control of the vehicle while turning east onto Northwest Glisan Street. The vehicle crashed at the intersection of Northwest 6th Avenue and Northwest Glisan Street, striking two pedestrians in the process. One pedestrian suffered minor injuries, while the other sustained serious injuries and was transported to a nearby hospital. Mohamed was uninjured and taken into custody at the scene.
Driver Facing Serious Criminal Charges
According to the Portland Police Bureau, Mohamed has been booked into the Multnomah County Detention Center on numerous charges, including:
- Assault in the Second Degree
- Assault in the Third Degree
- Recklessly Endangering Another Person
- Reckless Driving
- DUII (Drugs)
- Failure to Perform Duties of Driver (Injured Persons and Property Damage)
- Unlawful Use and Possession of a Stolen Motor Vehicle
- Criminal Mischief in the First Degree
- Attempt to Elude by Vehicle and on Foot
The major crash team responded to the scene and launched a full investigation. Several streets in the area, including Northwest 6th Avenue and Northwest Glisan Street, were temporarily closed to accommodate the investigation.
Legal and Public Safety Implications
This incident raises a number of legal issues under Oregon law. A driver suspected of operating a motor vehicle under the influence of drugs and causing injuries to pedestrians may face not only criminal consequences but also civil liability. Victims or their families in such cases may be entitled to pursue personal injury claims or, in more severe instances, wrongful death claims if the injuries prove fatal.
Furthermore, the driver's alleged failure to remain at the scene after causing injury can strengthen potential claims for damages. Oregon law mandates that drivers involved in accidents that result in injury or property damage must stop and render aid. Violations of these statutes can bolster both criminal charges and civil liability.
When pedestrian injuries result from reckless or impaired driving, victims often face long-term medical care, lost income, and profound emotional trauma. In these cases, a pedestrian accident injury claim may provide a path toward financial recovery and accountability.
The police continue to seek information related to the crash. Anyone who may have witnessed the incident or has relevant details is encouraged to contact crimetips@police.portlandoregon.gov (opens in a new tab), attention Traffic Investigations Unit, and reference case number 25-201377.
