Portland, Oregon | August 20, 2025
A 50-year-old Portland man, Perumal Koshy, was killed Wednesday afternoon in a motorcycle crash on Northeast Marine Drive, marking the 23rd traffic-related fatality in Portland this year. The fatal collision occurred around 4:13 p.m. near Northeast 158th Avenue and involved a 16-year-old driver of a Volkswagen Jetta sedan. Authorities believe excessive speed may have played a significant role in the crash.

Details of the Incident

According to the Portland Police Bureau, Koshy was riding a 2006 Honda VFR800 motorcycle eastbound on Northeast Marine Drive when the collision took place. The teenage driver, traveling westbound, was turning left (south) onto Northeast 158th Avenue when the crash occurred. Despite wearing a helmet and the immediate response of emergency medical personnel, Koshy was pronounced dead at the scene.

The driver of the Volkswagen was not seriously injured. At this time, no arrests or citations have been made. As is standard protocol, the case will be forwarded to the Multnomah County District Attorney's Office for further review once the investigation is complete.

Legal Considerations Under Oregon Law

Motorcycle accidents such as this often raise important legal questions surrounding liability, negligence, and the rights of surviving family members. In cases where excessive speed is suspected, determining fault becomes critical in assessing potential civil claims.

Oregon law allows family members to pursue wrongful death claims when a loved one is killed due to another party’s negligent or reckless actions. In situations involving speed and right-of-way, investigators will carefully analyze vehicle positions, traffic patterns, and witness statements to determine whether either party failed to yield or was operating their vehicle unsafely.

Additionally, victims of motorcycle accidents have specific protections under Oregon personal injury law. Even when a motorcyclist is driving at high speed, liability may still be shared if other contributing factors—such as failure to yield or distractions on the part of another driver—are present.

Public Safety and Traffic Fatalities

The death of Perumal Koshy marks the sixth motorcycle fatality in Portland in 2025, underscoring the continued risk to motorcyclists navigating city roads. Northeast Marine Drive, a high-traffic corridor bordered by industrial zones and natural areas, has been the site of multiple serious crashes in recent years.

This incident serves as a sobering reminder of the importance of speed awareness and vigilance for all road users. Motorcyclists are particularly vulnerable, and even minor misjudgments by drivers turning across traffic can have fatal consequences.

Support for Families and Victims

In the aftermath of such a devastating loss, families may feel overwhelmed by grief and the complexity of legal and insurance issues. Navigating the legal system can be daunting, but Oregon families have the right to seek compensation for medical costs, funeral expenses, lost income, and emotional suffering through appropriate civil claims.
