Portland police arrested a suspect Friday morning after a shooting on a MAX light rail train in east Portland, according to the Portland Police Bureau. The case was reported at 1:03 a.m. on January 30, 2026, and officers responded to the Hazelwood neighborhood after the train was traveling eastbound on East Burnside Street near Southeast 122nd Avenue.

Police said officers found an adult male victim with serious injuries and applied two tourniquets to one of his legs while EMS responded. The victim was taken to a hospital by ambulance and is expected to survive. Officers also said they found a handgun and seized it as evidence.

The bureau said an officer located the suspect walking away from the scene, then called in additional resources and detained him on Southeast 122nd Avenue. A second adult, identified by police as a woman, was also detained while the investigation continued.

Police said the suspect, Grover S. Phill, also known as Michael Phill, age 71, was booked into the Multnomah County Detention Center on charges of attempted murder in the second degree, assault in the first degree, unlawful use of a weapon, felon in possession of a firearm, and felon in possession of a restricted weapon. The Enhanced Community Safety Team is investigating.
