Portland police say three people were arrested after a shooting on Rocky Butte led to a vehicle pursuit across Northeast Portland on the night of February 25, 2026. The Portland Police Bureau said officers responded to shots fired near 3250 Northeast Rocky Butte Road at 11:12 p.m. and then saw a vehicle leaving the area.
According to police, the driver refused to stop and led officers at reckless speeds. The bureau said the vehicle passed slower traffic in turn lanes and ran red lights before officers used spike strips and later stopped the car with a PIT maneuver at Northeast 148th Avenue and Northeast Halsey Street.
Police said no victims were found at the scene, but a man with a gunshot wound later arrived at a hospital by private vehicle and was linked to the incident. Investigators said his injuries were serious, though not believed to be life-threatening. Detectives with the Enhanced Community Safety Team also seized three semiautomatic handguns as evidence.
The bureau identified the adult arrest as D'Angelo D. Smartlowit, 18, of Gresham. Police said he was evaluated at a hospital before booking into the Multnomah County Detention Center on attempted murder, assault, weapon, and firearm charges.
Police said the 17-year-old driver and a 16-year-old passenger, both from Gresham, were booked into the Donald E. Long Juvenile Detention Center on similar charges, with the driver also facing eluding and reckless driving counts. Portland police said the investigation remains active and asked anyone with information to contact ECST and reference case number 26-56440.
